At Vance - No Escpae (1999/Shark)

'No Escape' is the debut offering from this German-based power/melodic/speed band. Check the 'Heart of Steel' review for more specific comparisons, though at this point early/mid-career Malmsteen is a close match. The band will improve greatly in the near future.
"Die in Your Arms" has a chanting pace, "Seven Seas" is paced and thick, and "Flying High," "Money, Money, Money," and the title track are all good.
The band will eventually display an affinity for covering non-metal songs (and do a very good job of it, in fact), with this album's choices being the Pet Shop Boys' "Shout" and "The Logical Song" by Supertramp -- the latter having some really good vocals.
